Canada Announces Counter-Tariffs on Imports from the United States
On August 25, Canada announced counter-tariffs of 15, 25 and 50% on CAD27.6bn worth of imports from the US, in response to new US tariffs on Canadian goods. Products impacted by Canada’s retaliatory measures include dairy products as well as doughs and baking mixes. The measures will take effect on September 8, 2026.
The Canadian government said the counter-tariffs will apply to products drawn from those targeted by US Section 338 and Section 232 tariffs, with the rate for each product matching the corresponding US rate. The measures will focus on sectors including dairy, steel, appliances, agricultural equipment, pulp and paper, and electronics.
The list of affected products includes several bakery-relevant categories. Certain mixes and doughs used in the production of bakers’ wares are subject to a 50% tariff, alongside a range of dairy products and other food ingredients.
In parallel with the counter-tariffs, Canada announced a CAD7.5bn package of new and enhanced measures to support workers and businesses affected by US tariffs. The package builds on nearly CAD25bn in support measures previously introduced by the government.
The list of products subject to the counter-tariffs was updated as of August 26, ahead of the measures coming into force on September 8.
