H-E-B’s plans to expand its bakery manufacturing capacity in Texas have moved a step closer, with a public regulatory filing providing new details of a bakery project that forms part of the retailer’s previously announced $700 million investment in its supply chain network.
According to a filing submitted to the Texas Department of Licensing and Regulation (TDLR), H-E-B intends to invest approximately $125 million in a new bakery facility in San Antonio. The project comprises a 356,354-square-foot building that will support bakery production together with warehousing and distribution operations. Construction is scheduled to begin in July 2026, with completion expected in September 2028.
The filing provides the first project-specific details for the bakery element of the expansion announced by H-E-B in May, when the company unveiled a $700 million investment programme to expand its manufacturing, warehousing and transportation capabilities in Texas.
The broader investment includes a new bakery, a refrigerated warehouse, a transportation facility and additional manufacturing capacity at the company’s Foster Road campus in San Antonio. H-E-B said the programme represents the largest investment in its manufacturing and supply chain operations to date and is expected to create 720 jobs by 2028 and more than 1,200 full-time positions over the next decade.
“We look forward to advancing our plans to grow our supply chain operations, a project that reaffirms our commitment to be an economic engine for our great state,” said Carson Landsgard, chief supply chain officer at H-E-B, when the investment programme was announced.
“While we are still developing our plans, this will be a major investment for H-E-B that will create jobs and better position us to serve even more Texans.”
H-E-B has invested more than $445 million in its Foster Road campus since 2015. The site currently includes manufacturing and distribution facilities supporting the retailer’s growing network of stores across Texas.
While H-E-B has not issued a separate announcement regarding the bakery project, the TDLR filing confirms the scale of the planned investment and marks another step in the company’s strategy to expand its vertically integrated food manufacturing and supply chain operations.
